Dauphin County, PA Partners with Avive's 4 Minute Community™ Program
SAN FRANCISCO, March 18, 2025 /PRNewswire/ -- Avive Solutions, Inc. announces the partnership with Dauphin County, PA in Avive's 4 Minute Community™ Program. Together with the Peyton Walker Foundation, Emergency Health Services Federation, and Dauphin County Department of Public Safety, Dauphin County joins cities like the City of Jackson, TN, Forsyth County, GA, the City of Carrollton, TX and their neighboring Cumberland County, PA in their adoption of the 4 Minute Community™ Program: an innovative, first-of-its-kind approach to cardiac arrest response.
Sudden Cardiac Arrest (SCA) is a critical medical emergency that occurs when the heart unexpectedly stops beating normally. In the United States alone, over 357,000 out-of-hospital SCA cases are reported every year, with nearly 90% resulting in fatalities. Over the last two decades, millions of Automated External Defibrillators (AEDs) have been placed across the U.S., but survival rates have not improved.
Dauphin's 4 Minute Community™ Program will work to strategically place 320 Avive Connect AEDs® with individuals in their community to help increase bystander intervention and provide rapid response in a SCA emergency. The goal is to strengthen the links of the Chain of Survival with Avive's new technology and deliver lifesaving therapy with an AED to someone in cardiac arrest within four minutes of dispatch from 911. The program is actively recruiting citizen volunteers in Dauphin County to join its Cardiac Arrest Rapid Engagement (CARE) Team.
What is the 4 Minute Community™ Program?
The 4 Minute Community™ Program seeks to break down historical barriers to survival by closing the critical gap between SCA and the arrival of first responders. By leveraging historical data on cardiac emergencies in specific areas, the program equips CPR-trained community volunteers with Avive Connect AEDs®. These volunteers, known as Cardiac Arrest Rapid Engagement (CARE) Team members, can be alerted by 911 and dispatched to nearby emergencies via a mapping system on their AED screen.
Unlike traditional AEDs, the Avive Connect AED® is the only AED integrated with 911 and the entire Chain of Survival. Avive leverages its REALConnect™ Software to enable Intelligent Response™ technology, which empowers 911 telecommunicators to dispatch nearby Avive Connect AEDs® to the scene of SCA emergencies. Once triggered, AEDs within a one mile radius will flash a red screen and sound an alarm, giving CARE Team members directions to the scene and guiding them through the emergency with step-by-step CPR and defibrillation instructions. This seamless coordination between CARE Team members, next-generation AED technology, and emergency services establishes a new standard for SCA response.

The 4 Minute Community™ Program in Dauphin County, PA
As a 4 Minute Community™, Dauphin County has integrated the Avive Connect AED® with their 9-1-1 Department of Public Safety, so when a SCA or suspected SCA call comes in, telecommunicators will activate all the Avive devices that are within one mile of the suspected cardiac arrest emergency. Devices will alert CARE Team members when there is a cardiac arrest emergency nearby, and will immediately map them to the emergency. While high-quality CPR buys time, only a shock from an AED can restore a person's heartbeat and aid in saving their life.
