"X-Bow is honored to play a pivotal role in innovating NSWC IHD and solidifying its position as the Navy's center of excellence for ordnance, energetics, and EOD solutions," said Jason Hundley, X-Bow CEO. "This new office will enable us to better serve our customer's needs and accelerate the modernization of the U.S. Navy's energetics industrial base, through both our P3 partnership and our efforts to modernize and refit the base for the future."

"We've waited a long time for this type of partnership to materialize, this it the way business has to be done in the future," said Ashley G. Johnson, Technical Director, Naval Surface Warfare Center, Indian Head Division. "We want to be a part of that innovation and bring our facilities, our experience and our expertise to this challenge. The country needs this type of partnership to advance innovation."

This award builds upon X-Bow's existing partnership with NSWC IHD. In 2024, as part of the U.S. Navy's $2.7 billion 15-year modernization plan for NSWC IHD, a key component of the DoD's national defense strategy, X-Bow received a $60 million award to begin modernizing and automating key facilities and capabilities to rapidly scale SRM production.

X-Bow's expanded presence in Charles County is expected to generate a significant positive economic impact on the local community, creating jobs and contributing to regional economic growth.

To support the modernization project, X-Bow has partnered with Roebbelen Contracting Inc., an award-winning design/build general contractor and construction management firm. Roebbelen will provide design/build services for the modernization project, managing facility infrastructure design and preconstruction services for the initial phase. X-Bow will contribute its expertise in energetics technology, processes, and equipment. Roebbelen will also serve as the general contractor, providing modernization and installation support for the IHD projects.
