Winter Term Immigration Grade Cards Posted for All Members of Congress

ARLINGTON, Va., March 25, 2025 /PRNewswire/ -- NumbersUSA Action announces that every Member of the new 119th Congress returning from recess this week has a report card waiting at congressgrades.org assessing all their immigration actions – and inaction – thus far.

Grade Card Example

Only four Members at this point in the 535-seat Congress have done enough to earn an "A Grade," while 11 have earned an A-minus for actions to moderate levels of legal and illegal foreign workers.

As Members move forward with enforcement funding and other immigration actions, the non-partisan NumbersUSA will update grades weekly, as it has for a quarter of a century.

"From the beginning, we felt voters should not have to wait until yearend to know exactly what their Members of Congress have been doing," NumbersUSA Founder Roy Beck says.

"Our goal has been to make it as easy as possible for voters to understand how well their U.S. Representative and Senators have acted for the moderated immigration levels that most Americans desire. And for them to get the news quickly enough that they can help elected officials improve their records."

The NumbersUSA Immigration-Reduction Grade Cards track all legislation since 1990 that would change the numerical level of legal and illegal immigration – up or down. The Cards include descriptions of every recorded floor and committee vote on bills and amendments, as well as co-sponsorships. (A dozen Members with 1990 votes on their Cards are still in Congress, including Senators Chuck Grassley of Iowa and Chuck Schumer of New York.)

"For the most part, our Grades evaluate elected officials on their support for the recommendations of the late Barbara Jordan, chair of the bi-partisan U.S. Commission on Immigration Reform," Beck says. "As with Jordan, one of the Grade Cards' top priorities is economic fairness for America's workers and their families."

Reflecting the "Jordan Commission" recommendations to dramatically change the status quo, the Grade Cards mark down Members who fail to promote "Great Solutions" such as ending Chain Migration categories for extended family, eliminating the Visa Lottery, and mandating all employers to use E-Verify to block illegal hiring. Strong majorities of voters support all three actions to reduce competition for American jobs, wages, housing, and other resources.
