WASHINGTON, March 11, 2025 /PRNewswire/ -- Rivada Select Services, a subsidiary of Rivada Networks, Inc. solely focused on securely serving the specialized connectivity needs of U.S. government's defense and civilian agencies, today announced the appointments of three key board members capable of advancing the company's breakthrough Outernet satellite constellation and its impact on critical missions.
Joe Maguire, a former Acting Director of National Intelligence, Director of the National Counterterrorism Center, Commander of Naval Special Warfare Command, and Vice Admiral of the U.S. Navy and Commander of the Navy Seals, is an inaugural Rivada Select board member. The Washington, DC-based organization is dedicated to providing the highest level of secure, resilient communications to U.S. Government operations.
Rivada Select was awarded a Virtual Network Operator (VNO) contract with the U.S. Navy in December to build a tailored zero-trust architecture from the ground up to meet the military service's specialized and mission-critical government communications requirements through its innovative Outernet constellation.
John O'Connor, CEO of J.H. Whitney Investment Management and former Chairman of JP Morgan Alternative Asset Management, joins Rivada Select's first board of directors with a wealth of financial and government insight. O'Connor is a Senior Fellow at the U.S. Military Academy at West Point, where he lectures on the economics of national security, and a member of the Global Tech Security Commission.
Allen Parker, also named to the Rivada Select Board, served as interim CEO and General Counsel of Wells Fargo after a highly acclaimed law practice in commercial banking and finance and service as a law clerk on the U.S. Second Circuit Court of Appeals.
"We are delighted to welcome this stellar group of innovative leaders to the Rivada Select Board," said Michael Abad-Santos, who heads up the Rivada Select Services organization, Abad-Santos brings extensive experience in government and defense space systems to RSS. "Joe Maguire, John O'Connor, and Allen Parker bring unique perspectives to our company and board from their deep experience at the highest levels of national intelligence and naval defense, investment banking, and finance law." He added: "They will collectively enrich our mission to empower U.S. government and civilian agencies with the world's first self-contained global network."
"I am thrilled to join the Rivada Select Board to collaborate on an entirely new category of global networks," said Joe Maguire, who led U.S. National Intelligence and the U.S. Navy Seals and today joined the Rivada Select Board. "The Outernet is designed from the ground up to meet the specialized needs of the U.S. government, defense and civilian agencies around the world, and I look forward to bringing my experience as a war fighter and the head of national intelligence to this groundbreaking network."
"The formation of Rivada Select demonstrates the company's commitment to the Outernet and the differentiator it will deliver to its U.S. government and defense customers," said Allen Parker, former interim CEO of Wells Fargo and Rivada Select board member. "I'm excited to contribute my business, law, and financial experience to this important breakthrough."
A global low-latency point-to-point connectivity network of 600 low earth orbit (LEO) satellites, Rivada's Outernet is a unique next-generation architecture combining inter-satellite laser links with advanced onboard processing that provides unique routing and switching capabilities to create an optical mesh network in space. The data stays in space from origin to destination with this orbital network that creates an ultra-secure satellite network with pole-to-pole coverage, offering end-to-end latencies much lower than terrestrial fiber over similar long distances. By routing traffic on a physically separated network, the Outernet provides a layer of defense for any organization that needs to securely share data between widely distributed sites.
Rivada's Outernet is particularly well suited for the secure connectivity required by national governments and defense sectors. Leveraging the Outernet's robust, resilient and secure space-based architecture, the DoD can connect its assets on a global scale with low latency and without any third-party networks in the communication chain. Assets anywhere in the world can be connected back to home soil and between each other, platform-to-platform.
