Lincoln Institute of Land Policy Names Solomon Greene Executive Director of Land and Communities
WASHINGTON, March 3, 2025 /PRNewswire/ -- Solomon Greene, an expert in housing, community development, land use law, urban and regional planning, technological innovation, and evidence-based policymaking, has been named the executive director of land and communities at the Lincoln Institute of Land Policy.
Prior to his arrival at the Lincoln Institute, Greene led the US Department of Housing and Urban Development's (HUD's) Office of Policy Development and Research under former president Joe Biden, starting in July 2022. He led a team of more than 200 economists, data scientists, engineers, researchers, and policy experts in supporting policy development and implementation across HUD with rigorous research and market analysis; data collection, sharing, and management; demonstration projects and innovation initiatives; international engagement and exchanges; and technical assistance for state and local governments.
"We're thrilled to welcome Solomon and the deep expertise he brings in a wide array of relevant topics ranging from affordable housing development and preservation to land law, innovative building technologies and climate resilience," said George W. McCarthy, president of the Lincoln Institute. "His knowledge and experience provide vital support for our efforts to help communities plan for equitable and sustainable futures."
In this new role, Greene will play a leading role in developing the vision and strategy for the institute's Land and Communities impact area, which includes the organization's Urban Sustainability and Equity and Opportunity teams. He will also play a key role in overseeing the quality, coherence, and coordination of the Lincoln Institute's work within and across impact areas, centers, and geographies to create lasting impact in the communities the institute serves.
"I am delighted to be joining the Lincoln Institute at this moment in the organization's history, when it is more important than ever to apply the best-available evidence, timely and accessible data, and robust community engagement to solve the nation and the world's greatest challenges related to the use and management of land," said Greene. "We all rely on evidence-based and data-driven land policy that is grounded in community knowledge to create and sustain strong, prosperous, and resilient neighborhoods, cities, and regions. The Lincoln Institute plays such a vital role in improving land policies and strengthening communities by producing rigorous and actionable research, providing innovative data tools, and building the capacity of decision-makers, practitioners, community leaders, and other experts to find answers in land."
Greene has held leadership positions in research institutions, affordable housing and community development organizations, local and federal governments, and philanthropy. He has published extensively on a broad range of topics, including data innovation, civic technology, land use law, urban planning, and housing policy in the US and abroad. For more than seven years, Greene was a senior fellow at the Urban Institute, where he led research on inclusive growth in cities, housing policy and land use regulations, and applications of data and technology to improve urban governance, neighborhood revitalization, regional development, and access to economic opportunity. Before joining the Urban Institute, Greene served as a senior adviser at HUD, where he helped develop policies to reduce segregation and expand neighborhood choice, and he served as HUD's principal adviser on the UN Sustainable Development Goals. Greene received his BA from Stanford University, his MCP from the University of California, Berkeley, and his JD from Yale Law School.
ABOUT THE LINCOLN INSTITUTE OF LAND POLICY
The Lincoln Institute of Land Policy seeks to improve quality of life through the effective use, taxation, and stewardship of land. A nonprofit, private operating foundation whose origins date to 1946, the Lincoln Institute researches and recommends creative approaches to land as a solution to economic, social, and environmental challenges. Through education, training, publications, and events, we integrate theory and practice to inform public policy decisions worldwide. We organize our work around three impact areas: land and water; land and fiscal systems; and land and communities. We envision a world where cities and regions prosper and benefit from coordinated land use planning and public finance; where communities thrive from efficient and equitable allocation of limited land resources; and where stewardship of land and water resources ensures a livable future. We work globally, with locations in Cambridge, Massachusetts; Washington, DC; Phoenix, Arizona; and Beijing, China.
