Linc Housing Starts Construction on 50 New Supportive Homes in Los Angeles County
Seaglass Apartments to be Linc's Third Community in Willowbrook Neighborhood
LOS ANGELES, Feb. 4, 2025 /PRNewswire/ -- Linc Housing announced the start of construction on Seaglass, a supportive housing community in the Willowbrook neighborhood of unincorporated Los Angeles County, for people who have experienced homelessness. The all-new complex, located at 12611 S. Willowbrook Ave., will include 50 one-bedroom homes for households earning up to 30% of the area median income and one two-bedroom manager's unit.
The new building will be on the former Drew Child Development Center site, which relocated to a brand-new facility at Linc's Springhaven apartment community in 2022. The vacancy gave Linc the opportunity to deepen its commitment to providing affordable and supportive housing in the Willowbrook neighborhood. Seaglass joins Springhaven and Mosaic Gardens at Willowbrook, bringing a total of 212 homes to the community.

The name Seaglass is intended to evoke ideas of transformation, resilience, and beauty emerging from adversity, just as sea glass is created when a piece of glass is tumbled and smoothed by the ocean. It is also a tribute to the legacy of Pastor Deloris Glass, a driving force in the revitalization of the area.

The three-story building is designed to complement the modern farmhouse look of its sister community to the south, Mosaic Gardens at Willowbrook, creating a unified front along Willowbrook Avenue. The two communities will connect via an active outdoor space that will be bookended by each property's community rooms, establishing connection and opportunity for shared amenities. In addition to the new apartments, Seaglass will feature indoor and outdoor community spaces, onsite laundry, community garden, secure bicycle parking, dog run, and meeting and office spaces to support case management.
With funding support from Los Angeles County Department of Health Services/Housing for Health, all residents will receive intensive case management and supportive services, including mental health and physical health services, employment counseling and job placement, education, substance use counseling, money management, assistance in obtaining and maintaining benefits, and referrals to community-based services and resources.
Funding for the development comes from a variety of sources, including $8 million from the National Housing Trust Fund administered by the California Department of Housing and Community Development, $6.2 million from the Affordable Housing Trust Fund administered by the Los Angeles County Development Authority (LACDA), a permanent loan from California Bank & Trust, and tax credit equity from Raymond James. Rental subsidies will be provided through project-based vouchers from Los Angeles County.
The community was designed by D33 Design & Planning, and the general contractor is Walton Construction. The new community is due to welcome residents in late 2026.
